About us
Founder
My name is Ryan T. Rutledge, born and raised in Oklahoma City, Oklahoma. I graduated from Southeast High School and earned a minor in Business Administration from Mid-America Christian University. Driven by a passion for aviation, I later completed a degree in Science Aviation and Aerospace at Southeastern University in Durant, OK.
Throughout my academic and professional journey, I worked at Tinker Air Force Base—first as a Sheet Metal Mechanic on the KC-135 aircraft, then as a Logistics Specialist for the KC-46, supporting vital Air Force operations with hands-on technical expertise.
While I’ve been proud to serve my country, I felt a deeper calling: helping people directly through the criminal justice system. That led me to become a licensed bail bondsman and found In & Out Bail Bonds.
My mission is simple—deliver fast, reliable, and compassionate bail bond services when people need it most. I’m here to help individuals navigate tough times and find their way forward with dignity and support.

A bail bond is a financial guarantee that secures the release of an arrested individual from jail. When a judge sets bail, it’s essentially a price for temporary freedom until the court case is resolved. We, as bail bonds agents, act as a surety, meaning we pay the court the full bail amount in exchange for the defendant’s release. There is a fee associated with this service, typically 10% of the bail amount, which is non-refundable.

Following the release, it’s crucial for the defendant to appear at all scheduled court hearings. We can provide reminders and answer any questions about court appearances. It’s important to remember that the bail bond is forfeited if the defendant misses a court date, and you, as the co-signer, may be responsible for the full bail amount.
